Seger Tyrone Brown, 34, Tama, failed to appear and was adjudged guilty of 5th degree theft of a cellular telephone. He was fined and assessed court costs totaling $318 and directed to pay restitution to the victim with the amount to be determined by Toledo Police who filed the charge.
