Matrix report on Iowa Juvenile Home is completed

A report on possible uses for the 27-acre Iowa Juvenile Home / State Training School for Girls campus in Toledo has been completed according to Tina Hoffman, marketing and communications director for the Iowa Development Authority.

The institution was closed in January, 2014, and the 27-acre campus in Toledo has sat idle since.

The Matrix report was commissioned by the Development Authority at a cost of $249,000. It also includes studies on the closed mental health institutes in Mt. Pleasant and Clarinda.

Hoffman told The News-Herald in an email response to inquires asking if the report was complete- "They (Matrix Design Group) evaluated the facilities, facilitated community in-put sessions and ultimately provided a report that includes options for redevelopment that each community could consider.

"Our goal in contracting with Matrix was to provide a resource to the communities dealing with these vacant and/or underutilized facilities, so that each community could determine the best path forward for them."

The Iowa Juvenile Home / State Training School for girls in Toledo was the city's largest employer with 93 employees losing their jobs when it was ordered closed bu then-Governor Terry Branstad and Department of Human Services Director Charles Palmer.

Judy Bradshaw, director of the Iowa Law Enforcement Academy said in a Des Moines Register story published over the past weekend the IJH?campus had been considered as a possible site for relocating the Iowa Law Enforcement Academy.

However, the former Maytag headquarters in Newton is the preference she said. It was reported some 10,000 law enforcement personnel receive training each year at the academy. Bradshaw did not respond to a News-Herald email request for more information about the Toledo location.
